The deck deliberately places the Star right after the Tower — hope is the first card of the aftermath — and when the two appear together in a spread, that whole arc arrives at once. Something false has fallen, is falling, or is about to: the plan, the premise, the arrangement everyone pretended was solid. And the pair's second sentence is equally factual: the water is already being poured.
